Keyword Search Empty Keyword Search

Hi I just need some clarification regarding Keyword Search. When your selecting keywords you want 15,000mth or less searches on Google, then you goto your keyword Tool because you want it to be 1000 global searches a month or all 5 keywords can add up to 1000 global searches a month. Is that correct? Example: with your keyword "Strike and spare bowling" on google shows 13,800 searches and on Google Keyword tool shows 480mth global.
